On 29 July 2020, the Italian Council of Ministers approved the extension of the state of emergency on the national territory until 15 October 2020, as a consequence of the health risk associated with the spread of diseases deriving from transmissible viral agents, with particular reference to the new coronavirus SARS-CoV-2 and its associated pathology, the COVID-19.

On 7 August the new Prime Minister Decree was approved. Among other things, it regulates travel to/from abroad from 9 August to 7 September 2020.

Some Regions may require those coming from some foreign states or territories to comply with particular obligations. Before leaving for Italy, it is recommended to check any additional provisions by the destination Regions, by contacting them directly or by visiting their respective websites.

The new DPCM, in Annex 20, identifies 6 lists of countries, for which there are different limitations.

A - San Marino and Vatican City: no limitations.

B - EU COUNTRIES (except Croatia, Greece, Malta, Spain; Romania and Bulgaria), SCHENGEN, United Kingdom and Northern Ireland, Andorra, Principality of Monaco: transfers to/from EU countries (except Romania and Bulgaria) are allowed without motivation and without the obligation of isolation upon return. There remains the obligation to fill out a specific declaration.

Croatia, Greece, Malta, Spain: those who enter Italy from these countries (after stay or even just transit) from 13 August and until further notice, must also: present a certificate of having submitted, in the previous 72 hours upon entry into the national territory, to a molecular or antigen test, carried out with a swab and with a negative result; alternatively, the test must be done within 48 hours of entering the national territory.
Those who have stayed or passed through these four countries must also communicate their entry into the Italian territory to the Prevention Department of the competent Health Authority.

C- Bulgaria and Romania: travel allowed for any reason from/to these countries but, upon returning to Italy, it remains the obligation of self-isolation and health surveillance, it is necessary to fill in a specific declaration and reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

D- Australia, Canada, Georgia, Japan, New Zealand, Rwanda, Republic of Korea, Thailand, Tunisia, Uruguay: travel to/from these countries is allowed without motivation, but, upon returning to Italy, it is necessary to undergo self-isolation and health surveillance, fill in a specific declaration and reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

E - Rest of the world: travel to/from the rest of the world is allowed only for reasons of work, health or study, absolute urgency, return to one's domicile, home, residence. Therefore, travel for tourism is not allowed. The return to Italy from this group of countries is always allowed to Italian/EU/Schengen citizens and their family members, as well as to holders of regular residence permits and their family members. Upon returning to Italy from these countries, it is necessary to undergo self-isolation and health surveillance, fill in a specific and reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

F - Armenia, Bahrain, Bangladesh, Bosnia Herzegovina, Brazil, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Peru, Dominican Republic: from these countries there is still a ban on entry to Italy, with the exception of of EU citizens (including Italian citizens) and their family members who have registered residence in Italy before 9 July 2020. The entry ban also excludes crews and traveling personnel of means of transport and diplomatic officials and agents and military personnel in the exercise of their functions. Travel from Italy to these countries is permitted for work, health or study reasons, absolute urgency, return to one's domicile, home, residence. Upon returning to Italy from these countries, it is necessary to undergo self-isolation and health surveillance, fill in a specific declaration and reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

Kosovo, Montenegro, Serbia: from these countries an entry ban is still in force, with the exception of EU citizens (including Italian citizens) and their family members who have registered residence in Italy before July 16, 2020. The ban on entry does not apply on also crews and traveling personnel of means of transport and diplomatic officials and agents and military personnel in the exercise of their functions. Travels from Italy to these countries are permitted only for specific reasons: work, health or study reasons, absolute urgency, return to one's domicile, home, residence. Therefore, travel for tourism is not allowed. Upon returning to Italy from these countries, it is necessary to undergo self-isolation and health surveillance, fill in a specific declaration and reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).

Colombia: entry ban, with the exception of EU citizens (including Italian citizens) and their family members with registered residence in Italy prior to August 13, 2020. The same restrictions apply as for the countries of the two previous paragraphs.

 

The obligation of self-isolation and health surveillance does not apply on:

  • the crew of the means of transport;

  • the traveling staff;

  • the entrances for work reasons regulated by special security protocols, approved by the competent health authority.
